Chief Registrar Shuffles 68 Registrars, Magistrates

KAMPALA: At least 68 judicial officers (Registrars, Chief Magistrates and Magistrates Grade One) have been transferred in a bid to align them to workloads as well as the Judiciary Transfer Policy.
The transfers were announced on Friday by the Ag. Chief Registrar, HW Isaac Muwata, who said all transfers shall be effective on September 1, 2018.
At least 27 of the 68 deployments were for the newly appointed/promoted judicial officers whereas the 41 others were either due for transfer or were moved from less busier stations to stations with more workload.
The newly appointed include the five Registrars appointment by President Museveni. Other new appointees include four Assistant Registrars earlier promoted by the Judicial Service Commission (JSC) from the rank of Chief Magistrate. JSC also appointed 18 new Chief Magistrates - 16 of whom were promoted from the rank of Magistrates Grade One and two former Senior State Attorneys from the Office of the DPP.
HW Muwata said the 41 other judicial officers affected by the changes were due for transfer to new stations in line with Judiciary's transfer policy as well as the workload needs at individual stations.
"Some of the transferred judicial officers have been at stations for more than two years, which is against the Judiciary transfer policy," said the Chief Registrar, adding that some of the officers were moved from hard-to-reach areas to soft areas and vice-versa as per the policy.
"A judicial officer should be able to work in any part of this country. Most of the officers are transferred from one place to another based on the workload assessments of one station compared to the other."
